
Vince Jarmer
President of the Board
Vince Jarmer, a native of Southeast Portland, has dedicated his life to service, both professionally and personally. Vince and his wife of nearly 40 years, Jerri, have three grown children and five grandchildren, all residing in the metro area. The couple currently lives in Canby, enjoying their retirement after successful careers in law enforcement.
Vince’s connection to PASS (Parents for Alternate Support Services) runs deep, with his middle child, Katie, being a long-time client. Inspired by the positive impact PASS had on Katie and other clients, Vince joined the Board of Directors in 2017 as an associate member. His dedication and leadership were quickly recognized, and he has served as the Board President for the past four years.
Under Vince’s guidance, PASS continues to fulfill its mission of providing meaningful and fulfilling services to its clients. He is committed to ensuring that PASS operates as an effective nonprofit organization, supported by the most caring and professional employees.
Beyond his work with PASS, Vince cherishes time with his family and has a passion for Harley Davidson motorcycles. He often embarks on rides through the scenic landscapes of the western United States, with Arizona being a favorite destination.
Vince Jarmer’s leadership at PASS and his lifelong commitment to community service reflect his deep-rooted values and dedication to making a positive difference in the lives of disabled adults.

Jeff Smith
Board Member
Jeff Smith is getting older, but happier. He helps out on the PASS board, is a son, a dad, a grandad, and a great-grandad. He likes to putter around the house and yard, staying busy keeping up after Thor and helping make him happy. He volunteers and donates to good causes when he is able to, loves Rock and Roll music, action movies. Comedies are great, too. He enjoys visiting with family and friends, loves good food (“whether it is good for me, or not”) and playing piano with his son, Thor.
